May update: Chief Executives Forum

The Chief Executives Forum met at Selwyn District Council on 5 May 2025.

Key agenda items:

  • Canterbury Regional Deal – progressing the development of a Canterbury Regional Deal that aligns with the current CMF workstreams. While the government has indicated they are not accepting additional proposals at this stage, the CMF intends to provide Ministers with an update on progress to date in Canterbury, with the intention submitting a regional deal proposal in the future
  • Canterbury Climate Partnership Plan – noting the quarterly progress report, providing feedback on implementation overviews, and endorsing proposed changes in the structure of the two of the teams responsible for implementing the Plan
  • Canterbury Energy Workstream – endorsing the draft Canterbury Regional Energy Inventory, and the approach to phase 2 of this work – to commence work on developing a collective and coordinated regional approach to energy – for the Mayoral Forum’s consideration
  • Waitaha Canterbury Regional Housing Action Plan – noting the progress on developing the draft Waitaha Canterbury Regional Housing Strategic Plan
  • Canterbury Water Management Strategy update – noting the update on the Canterbury Water Management Strategy (CWMS) Zone Committee Review and the region -wide progress towards implementing the Canterbury Water Management Strategy
  • Information Technology stocktake and business case development – receiving an update on the stocktake of the IT systems in Canterbury councils and supporting recommendations to focus on collaboration where natural synergies exist. This includes areas such as sharing digital and IT strategies, policies, and procurement approaches among councils and support for greater alignment and collaboration between councils
  • Resource Management Reform – consideration of options to guide the CMF through the reform process
  • Building Consent Authority – supporting a Canterbury councils stocktake of functions and processes as a first step to potential opportunities for a Canterbury Building Consent Authority
  • Collaboration with Health NZ – consideration of options for collaboration with Health NZ
  • 2026-2027 Triennium preparation – a review of current triennial agreement ahead of consideration by the CMF
  • Regional forums update – noting the update on recent activity at the various regional forums, and plans for developing the 2025/26 budget
  • Future regional and local government in Canterbury – noting the need to focus on central governments significant legislative reform, whilst continuing to consider opportunities to work collaboratively as a region
  • Review of the draft 30 May 2025 Mayoral Forum agenda.
